2. Remove the seat insert and seat base.
3. Remove C-clips.
4. Remove rear casters and re-install C-clips.
5. Axle assembly install.
6. Remove wheel hub cover.
7. Insert axle
8. Re-install wheel hub cover.
9. Assemble brake
